Article 11
Majority Vote in Full Court
(1)
The issues in a case being considered in full court shall be resolved by a majority. No judge may abstain.
#(2)
The judge who disagrees with the decision of another judge sitting in the same case may write and file a dissenting or concurring opinion and it shall be released at the same time as the reasons of the majority.
