Article 195
Best Evidence
(1)
The court shall consider the reliability of all evidence produced by the parties and, for greater certainty, the court shall consider whether evidence is given by witnesses who testify to relevant factors within their personal knowledge, and any other evidence shall be subject to strict scrutiny by the court in accordance with Article 194.
#(2)
The court shall admit, and may order, the evidence of experts if the court is satisfied that it is relevant, that it is necessary for assisting the court to make findings of fact and that the person who is proposed to give such evidence is properly qualified as an expert in the matters on which he is to give evidence.
