Article 282

Suits May be Instituted by Paupers

(1)

Any suit may be instituted by a pauper on the conditions set forth in this Chapter.

(2)

Whosoever is not possessed of sufficient means to enable him to pay all or part of the prescribed court fee shall be deemed to be a pauper within the meaning of sub-Article (1) and may apply for leave to sue as a pauper.
