Article 17
Strict Liability
(1)
No offence shall be interpreted as an offence of strict liability unless it is expressly defined as such.
#(2)
An offence of strict liability is one in which the prosecution need only prove the prohibited conduct and the only defenses available to the accused are that the accused did not commit the prohibited conduct, or that such conduct was beyond the control of the accused.
