Article 59
Proportionality of Sentences
(1)
A sentence should be proportionate to the gravity of the offence and the degree of responsibility taking into account the dangerousness, antecedents, motive and purpose, personal circumstances and standard of education of the offender, as well as the circumstances of the commission of the offence.
#(2)
The sentencing of offenders shall be guided by the principle that similar sentences shall be imposed on similar offenders for similar offences committed in similar circumstances.
