Where the holder prevents the flowing of water from the land he holds or the water flows soiled or unfit for certain uses, the provisions of the preceding Articles regarding the use of water for purposes of irrigation shall apply.

Without prejudice to any administrative recourse, the holder of land shall not be entitled to compensation from the landholders downstream as regards works or installations the use of which is prohibited by the Court.
