Where the civil status officer or the official charged with keeping the registers refuses to draw up a record corresponding with the declarations which are made to him, any interested person may apply to the Court against such refusal.

The provisions of sub-Article (1) shall apply where the civil status officer fails to supply to the office of civil status the information relating to an event in respect of which a record of civil status is to be drawn.
The same shall apply also if a depositary of the register refuses to deliver a copy or an extract of a record of such registers.
