Where no majority can be reached in the council, owing to the absence or disagreement of its members, the decision which the council could not take shall be taken by the Court.

The matter may be laid before the Court by the guardian of the minor.
The matter may also be laid before the Court by the assistant guardian or, in default of an assistant guardian, by any member of the family council.
