Where a registration has been cancelled, such, registration shall in no case revive, notwithstanding that the cancellation was made without good cause.

The hypothec which has been cancelled without good cause shall be registered again and shall be effective from the day of the new registration.
Nothing shall affect the liability of the person who caused the registration to be cancelled without good cause.
