The birth of a child may be declared to the civil status officer by any person.

The parents of the child, or, in their default, the guardian of the child, or, in default of a guardian, the person who has taken care of the child are obligated to declare the birth to the civil status officer.
The civil status officer shall draw up the record of his own motion if he is aware of the birth.
