A record of birth shall be drawn up for every new born child found in the locality whose identity is unknown.

A detailed statement shall be drawn up stating the day upon which and the place where the child has been found, the apparent age of the child, his sex and the name which is given to him.
The record of birth, drawn up for the child, shall contain a reference to such statement.
