Any private person may arrest without warrant any person whom he has reasonable grounds to believe is committing or has committed a flagrant offence.

The private person making such an arrest shall without delay surrender the person arrested to a police officer, or, in the absence of a police officer, shall take such person to the nearest police station.
The private person making such an arrest shall, upon surrendering the person arrested to a police officer, provide the police officer with information supporting the arrest.
