Where the accused has been arrested by the police, or by a private person and surrendered to the police, the police shall bring him before the nearest Court forthwith. He shall be presented to the Court no later than forty-eight (48) hours after his arrest or after being surrendered to the police, and if this is not reasonably possible, as soon as possible thereafter as local circumstances and communications permit.
