prevents, or attempts to prevent or restrain any duly constituted legislative, executive or judicial authority from exercising its constitutional powers; or
forces or attempts to force such authorities to make a decision,
is guilty of obstruction of the exercise of constitutional powers, a Class 6 serious offence, punishable with a definite term of imprisonment of not less than 7 years and not more than 10 years.
