has no fixed abode or occupation and no regular or visible means of support;
being able-bodied, habitually and of set purpose leads a life of idleness or disorderly behavior, or lives by one's wits or by begging, refusing to take honest, paid work which that person is capable of doing; and
thereby constitutes a threat to law and order,
is guilty of vagrancy, a Class 2 petty offence, punishable with a definite term of imprisonment of not less than 1 month and not more than 6 months, or a fine of 5,001 – 20,000 Nakfas, to be set in intervals of 1,000 Nakfas.
