Except as otherwise provided by this Code or any other Proclamation, the provisions of the General Part of this Code shall apply to all offences in this Code or any other law.

With respect to any offences established by any other law:
the definition of the offences and the class thereof shall be that provided for the offences in this Code, if the offences are contained in Part II of this Code; and
the respective penalties to be provided for the offences shall be set in the form of classes described in Article 65 hereof if the offences are not contained in Part II of this Code.
