Article 1071
Duties of Administrative Authorities
(1)
Prior to issuing to a person a title deed relating to an immovable property, the administrative authorities shall require, that the title deed previously issued to another person in relation to the same immovable property be returned to them so that it, may be cancelled.
#(2)
Where it is alleged that such previous title deed has been lost or destroyed, the administrative authorities shall require the person applying for a new title deed to produce sufficient security to cover such damage as may be caused to third parties by reason of the previous title deed not having been cancelled.
