Article 20
Extension of Time Limit
Unless otherwise expressly provided, a period of time fixed by law may not be shortened or extended. Nevertheless an extension may be granted by the court in its discretion
#(a)
if a request therefor is made before the expiration of the period originally prescribed or as extended by a previous order; or
#(b)
if a request is made after the expiration of the specified period and the failure to act was excusable.
