Article 90
Content of Charges
(1)
Each charge shall, in order to enable the accused to know with sufficient clarity what charge he has to answer by properly identifying the accused and describing the factual circumstances and the legal elements of the alleged offence, include:

the time and place of the offence and, where appropriate, the person against whom or the property in respect of which the offence was committed; and
