Article 684

Any dispute arising under the foregoing three Articles between individuals or between individuals and an institution with respect to the disclosure of information regarding biological origins or upbringing, or any part of such information, or with respect to the time at which the information should be disclosed may be referred to the Court on the application of any party to the dispute.

In making its decision the Court shall have regard to the fact that the child's right to information about identity and upbringing is a fundamental right.
