Article 455
Organization of Committee
(2)
It shall specify the purpose and the principal place of business of the committee and the time within which it is to achieve its purpose.
#(3)
It shall determine where appropriate the manner in which the action of the committee may be exercised and prescribe such measures as are necessary to control the amount and the use of the monies collected by the committee.
