Article 196
When There is No Relative Enabled in Terms of Law
(1)
Where by applying the preceding Articles, a child remains without a guardian, the function devolves on such person as shall be appointed by the Court.
#(2)
The Court may take cognizance of the matter of its own motion or on the application of any interested party whether he be a relative of the minor or not.
#(3)
The authority who has such obligation by virtue of the law shall lay the matter before the Court.
